Pre-project monitoring, or pre-project environmental analysis, allows the subsoil user to get a general idea of all environmental restrictions and prohibitions in the territory of the planned activity and in the area of its impact.
Taking into account the risks that may arise after the geological exploration of the subsoil use object, the stage of pre-project monitoring of deposits, sites and areas is an important component before the environmental impact assessment (EIA) procedure.
Why is it necessary to carry out pre-project monitoring of sites prior to EIA?
The procedure for pre-project monitoring of sites, deposits and areas is carried out on request:

to avoid the possible risk of being rejected when submitting documents for a subsoil plot to be auctioned;

when reviewing auction documents by a potential buyer.
In order to initiate the sale of a special permit for subsoil use at an auction (electronic bidding), the applicant submits an application and additional materials to the relevant licensing authority, including an overview map, a situational plan, a catalogue of geographical coordinates of corner points, a work programme and if the subsoil plot has already been prepared for auction and information about it is posted on the official website of the licensing authority, only a statement indicating the name of such a plot must be submitted.
Often, applicants are unable to analyse in detail the site they plan to acquire at auction. The same is true for the sites offered in the Investment Atlas of the subsoil user. In this case, the State Service of Geology and Subsoil should consider not only the presence of minerals, but also environmental factors and conditions that will affect the further activities of the auction winner.
In most cases, the reason for the impossibility of obtaining permits at the stage of sale of subsoil plots is their location within the nature reserve fund, on water fund lands, forestry lands, near settlements, motorways, etc.
These prerequisites lead to the fact that special permits for subsoil use acquired through electronic auctions cannot fulfil their main purpose as permits, namely geological exploration, research or industrial development, extraction, processing, etc.
